dc.description.abstractThe phenomenon of forced displacement is one of the most pressing challenges confronting the international community today. It has become an issue of major international concern, both because of the serious human rights violations involved in forcing persons from their homes and countries, and also because of the national and international security issues that arise from the massive movement of persons within and across borders.' Displaced people either cross the national borders and become refugees, or remain displaced within the borders as internally displaced persons. While refugees are covered by a number of international treaties and organizations and are enjoying comparative safety in countries of asylum or resettlement, internally displaced persons (IDPs)2 are given no such protection. Consequently, IDPs are more vulnerable than refugees.' This article will specifically examine the role of international organizations in situations of internal displacement, and attempts to promote institutional arrangements for their better protection and assistance, both locally and internationally.en_US
